1. General Rules
Article 1 In order to accelerate the construction of a world-class university mathematics center, Sino-Russian Mathematics Center (hereinafter referred to as the "center") builds a number of "cooperation bases" in national advantageous universities, institutes and other units through system and mechanism innovation, and explores practical and effective scientific and technological cooperation and joint talent training modes. In order to strengthen and standardize the identification and management of cooperation bases and ensure the smooth development of relevant work, these implementation rules are hereby formulated.
2. Identification Conditions of Cooperation Bases
Article 2 The establishment of cooperation bases shall adhere to the principles of openness and merit, and adhere to the standards of high starting point, high standard and effective results. The cooperation bases need to provide strong service guarantee for the academic exchange and international cooperation team of the center. When deploying the cooperation bases, the center takes into account the geographical distribution and historical culture.
Article 3 The cooperation base shall rely on domestic basic universities or institutes (collectively referred to as "supporting units"). The supporting units shall strengthen the awareness of subject responsibility, give priority to support the development of the cooperation bases, provide practical and powerful guarantee measures for the cooperation bases, and ensure the implementation of relevant support and policies.
Article 4 The cooperation bases shall be constructed in stages and batches in accordance with the principle of "mature one and identify one".
Article 5 Cooperation bases include two types: Class-A cooperation bases and Class-B cooperation bases.
Class-A cooperation bases shall be arranged closely combing the development of the center and organize 1-3 months of special academic activities every year, including but not limited to international conferences, graduate special courses, etc. Class-A cooperation bases shall provide supporting conditions such as site space and administrative support required for special academic activities according to the requirements of the center, and provide some subsidies according to the support of visiting scholars for the members of the cooperation teams of the center to carry out cooperative research and hold academic activities.
Class-B cooperation bases shall be arranged closely combing the development of the center and organize 2-3 weeks of special academic activities every year, including but not limited to international conferences, graduate special courses, etc. Class-B cooperation bases shall provide supporting conditions such as site space and administrative support required for special academic activities according to the requirements of the center.
3. Support of Cooperation Bases
Article 6 The cooperation teams of the center shall carry out high-level special academic activities in the cooperation bases every year, and provide cutting-edge short-term courses, lectures and reports for graduate students and young teachers of the cooperation bases and their supporting units, which is conducive to promote its discipline development and first-class talent training.
Article 7 The center shall provide certain special funds for academic activities to the cooperation bases.
Article 8 The Center encourages the cooperation bases to hold Sino-Russian mathematics seminars (including online lectures, seminars and forums), which can be included in the "Academic Reports of Sino-Russian Mathematics Center" series after being reported to the center for filing. The center and the center’s cooperation bases release relevant information, and the report fees required for the seminars can be paid directly by the center to the reporter.
Article 9 The center encourages and assists the cooperation bases and member units of the cooperation teams to actively undertake national scientific research tasks.
Article 10 The academic activities of the center and the papers completed and published by the cooperation teams shall be marked as funded by Sino-Russian Mathematics Center and its cooperation bases. Intellectual property issues such as patent achievements shall be negotiated separately. Sino-Russian Mathematics Center and its cooperation bases provide a platform for cooperation and exchange among mathematicians, strengthen the cooperation and exchange in the field of mathematics, and help improve the strength of scientific and technological innovation.
4. Supplementary Provisions
Article 11 These implementation rules come into force upon promulgation.
Article 12 The center shall be responsible for the interpretation of these implementation rules.
