1、 General Rules
Article 1 In order to accelerate the construction of a world-class university mathematics center, Sino-Russian mathematics Center (hereinafter referred to as the "center") is committed to making major theoretical breakthroughs, serving national strategic needs, building international cutting-edge schools, and comprehensively improving China's mathematics research level and talent training quality, promoting the cooperation and exchange of mathematicians around the world through the efforts of Chinese and Russian mathematicians, and forging a new pattern of international scientific and technological cooperation.
Article 2 Through institutional innovation, the center focuses on building a number of "international cooperation teams" (hereinafter referred to as "cooperation teams") in mathematics and its interdisciplinary disciplines, and explores practical and effective modes of international cooperation and joint training of talents. In order to standardize the management of cooperation team construction and ensure the smooth development of relevant work, these implementation rules are formulated.
2、 Conditions of Cooperation Teams
Article 3 The cooperation teams shall focus on major national strategic needs and international scientific and technological frontiers, and shall have profound academic accumulation, good work foundation and development potential. The cooperation teams shall be built in stages and batches according to the principle of "international frontier and academic leadership".
Article 4 The cooperation teams shall be composed of Chinese and foreign mathematicians, with about 10 people in each team. Among them, the team should have an academic leader, who should be an outstanding mathematician, with profound academic attainments and innovative academic ideas, strong organization and coordination ability and cooperation spirit, and can play a strong role in cohesion and driving in team cooperation; The team members are mainly outstanding young mathematicians, and the team members should include Russian mathematicians in principle.
Article 5 The construction of cooperation teams takes the promotion of substantive cooperation among team members as the most basic requirement, and does not involve non-academic relations such as personnel adjustment of team members.
3、 Management of Cooperation Teams
Article 6 The construction period of cooperation teams is three years.
Article 7 The cooperation teams shall implement the academic leader responsibility system. The academic leader shall bear the team management responsibility of the corresponding construction cycle, and shall not be replaced in a construction cycle in principle. If it is really necessary to adjust, the academic leader can be changed after being approved by the center.
Article 8 Members of the cooperation teams shall be selected by academic leaders according to the actual situation and reported to the center for approval. In principle, the same member can only be employed in one cooperation team at the same time. In principle, team members shall not make major adjustments in a construction cycle. If adjustment is really necessary, the academic leader shall report to the center for approval.
Article 9 After the construction of the cooperation teams expires, the center will provide rolling support to the cooperation teams with outstanding performance.
4、 Support of Cooperation Teams
Article 10 The unit of the cooperation team member supports the member to reduce a certain amount of teaching every year and ensure that there is a certain time to carry out cooperative research and hold academic activities with other team members every year. When carrying out academic activities, the cooperation team shall combine the postgraduate training and the growth of young teachers of the unit where the team members belong and the activity organizer.
Article 11 The center shall provide special fund support for the academic activities of the cooperation teams. The center and the cooperation base provide some subsidies for the members of the cooperation team to support the visiting scholars when they carry out cooperative research and hold academic activities.
5、 Results Management of Cooperation Teams
Article 12 During the construction period, the academic leader of the cooperation team shall submit a brief annual progress to the center at the end of each year, and shall submit a summary report to the center as required after the expiration of the construction period.
Article 13 All members of the cooperation team shall mark "Supported by Sino-Russian Mathematics Center" when publishing relevant papers, books, academic reports, and applying for achievement awards.
6、 Supplementary Provisions
Article 14 These implementation rules come into force upon promulgation.
Article 15 The center shall be responsible for the interpretation of these implementation rules.
